Abbreviated Request for Transit Passes Applications (RFA)

The Transit Empowerment Fund (TEF) has an abbreviated application process for organizations who have met certain standards:

  • Received TEF passes for at least two years
  • Submitted 100% of quarterly reports for the last 12 months
  • No more than one quarterly reports submitted after the deadline
  • No reports of lost or stolen passes in the last 12 months
  • No substantial change to program for which you are applying
  • Are not applying for no cost passes

    If you received this link by email invitation, you have met these qualifications. Therefore, you can complete the abbreviated application if you are not making any substantive program changes, asking for more than a 10% increase from your current allocation, or applying for no cost passes. If you are making program changes, making a request for an increase in passes in excess of 10% of your current allocation, or applying for no cost passes, then you will need to complete a full application here.

    Request for Applications (RFA)

    The Transit Empowerment Fund (TEF) Board will accept applications for the following:

    1. Purchase of deeply discounted CapMetro Local Bus Passes, Commuter Passes, and MetroAccess Ten Ride Booklets.
      1. Passes are available at an 80% discount from the full fare. More information about CapMetro fares can be found at http://www.capmetro.org/fares/
      2. Applicants can request deeply discounted passes for Local Bus Service, Commuter Service, and 10 Ride MetroAccess Service.
      3. ALL RECIPIENTS OF REDUCED FARE PASSES MUST MEET CAPMETRO’S ELIGIBILITY CRITERIA AND HAVE A CAPMETRO REDUCED FARE ID CARD FROM CAPMETRO.
      4. All recipients of METROACCESS passes must have a MetroAccess card.

    Eligible Applicants

    • Organization: Applicants must be either a 501(c)(3) organization, a tax-exempt veteran organization, or a governmental entity.
    • Target Population: All passes must be used by individuals who are at or below 150% of the Federal Poverty Level and are transit dependent.
    • Purpose: The primary purpose of the passes must be to access any of the following: Employment, Education, Healthcare, or Social Services.

    Documentation

    • Abbreviated Application (Contact information and passes requested).
    • Most recent audit (pdf) or financial statement if an audit has not been completed.
    • 501(c)(3) certificate (waived for government agencies).
    • Statement of non-discrimination. All applicants must sign a statement that they do not discriminate on the basis of gender, sexual preference, religion or race.

    Timeline:

    • RFA is released on November 11, 2024. The Board does not anticipate another solicitation for bus pass applications until Fall 2025, so organizations should consider that when making their application.
    • Optional Information Session: December 4, 2024 at 1pm on Zoom. Click here to register.
    • Deadline for applications: January 6, 2025 at 5:00pm. All applications must be submitted through the online form. The Board reserves the right to follow up with applicants with specific questions.
    • Applicants will not be permitted to adjust their application once the deadline has passed.
    • Decision: Announced no later than February 10, 2025. Note that the Board will review all applications and may award all, partial, or none of an applicant’s request.
    • Pass Distribution: Passes will be distributed as soon as they are available from the CapMetro Transit Store. Recipients will be required to attend to return a signed Memorandum of Understanding (MOU) to pick up their passes.
